Consistency

If a person, or a family, or most of a riding, or most of a province, consistently votes for the same party through election after election after election, even where the policy of that party veers from high tariffs to free trade, from bringing in the GST to eradicating it: has any real thought been exercised in making the choice? At this point, is the choice of party any more than simple habit?
